Organski University of Michigan INTRODUCTION The power transition theory was introduced in 1958 (Organski 1958), and 30 years seems an appropriate period for an initial evaluation of the scientific worth and staying power of a new idea. In such an evaluation, one can use the Lakatos criteria: Organski and Kugler claim to have proven that major war is caused by the overtaking of the dominant nation through the challenging major power(s). This regularity would still be valid in the nuclear era: According to Organski, nuclear weapons have no effect on deterring war. However, very serious objections may be raised against Organski and A. F. K. Organski is professor of political science at the University of Michigan. Jacek Kugler is professor of political science at Vanderbilt University. They are the coauthors, with J. Timothy Johnson and Youssef Cohen, of Births, Deaths, and Taxes: The Demographic and Political Transitions , also published by the University of Chicago Press. A much-overlooked argument by Katherine Organski and A. F. K. Organski (1961) places population at the center of power.
